I read up on it a little bit and might mix up a few things.
But the Norse had a thing called funeral feast, like many other nations did back in those days. It was held a few days after the funeral. Hence, it is fully possible that what we saw at the end of the film was a funeral feast - held for Loki. That’d explain why’re there so few people; I doubt he made too many friends in his life. Even then, it might be that he is being overshadowed by Thor’s return, as he ever was. I’m just saying, that is fully possible.
Also, what we see on the left is the funeral itself, not the feast, when those present remember the good and fun things he/she did. (As I recall, that’s what they did. Maybe not exactly funny, but they were being grateful that she/he was with them for a part of their lives.) That’s why it’s not all letargic.
Plus, what was he supposed to ask? “What planet does my brother’s body orbit? From where I cannot retrieve him because the Bifröst is broken?” He believed that his brother falled into his certain doom. He thought him dead. I have no doubts that Heimdall couldn’t see him, otherwise they’d have been warned sooner. (Even then, it wasn’t him. It was Frigga who found Loki.) While Jane was very much alive.
So as I said I might be mixing things up. But it’s my point of view and my assumptions.
(Ps. Loki was a prince, barely 1000, if the movie stated the frost giants to come in 965 A.D., and not really popular.He cannot compete with a beloved queen who had been with her people for at least thrice that. And even then, they’re not only there for her; if you watch closely the movie, you see other ships being lit, all carrying a victim of the Elves’ attack.)
